DC Information Systems, Inc. (DCIS) is a Minority-owned business founded by Wayne J. Carter and incorporated in the District of Columbia in 1986. DCIS now has it's headquarters in Washington, DC, was certified on September 20, 1989 to participate in the U.S. Small Business Administration's (SBA's) Minority Small Business and Capital Ownership Development Program authorized under Section 8 (a) of the Small Business Act and graduated September 19, 1998. The company was Hubzone certified in 1999, certified as a LSDBE in the District of Columbia, and certified in the state of Maryland.

DCIS uses a well-defined business development approach targeting select Federal Government and Commercial markets. Programs in these target market areas include-IT security and ecommerce services, management and information systems consulting, computer products, management consulting and financial services. Everything DCIS has to offer is geared to assuring the delivery of outstanding professional services and products, on schedule, within budget and in specific response to the technical requirements of each contract.
